WHEREAS, the North Dakota Republican Party affirms the rights of parents as the primary decision-makers in their children’s education and well-being, as articulated in the NDGOP Platform;
WHEREAS, many surveys administered in North Dakota schools by third-party or non-curricular sources collect sensitive personal, political, religious, or behavioral information from students;
WHEREAS, ND SB2105 attempted to safeguard parental rights by requiring written parental consent (opt-in) prior to the administration of such surveys;
WHEREAS, current provisions under NDCC §15.1-06 may not adequately protect parental oversight regarding student participation in non-curricular data collection efforts;
THEREFORE, BE IT RESOLVED, that the North Dakota Republican Party urges the North Dakota State Legislature to amend NDCC §15.1-06 to require active written parental opt-in consent before any survey, questionnaire, or evaluation from non-curricular sources is administered to students;
BE IT FURTHER RESOLVED, that the NDGOP supports legislation similar in purpose and language to SB2105 and encourages Republican legislators to prioritize parental rights in all education-related policymaking;
BE IT FURTHER RESOLVED, that a copy of this resolution be forwarded to all Republican members of the North Dakota State Legislature and to the Governor of North Dakota for their consideration.
BE IT FURTHER RESOLVED:
1. The NDGOP shall ensure that this resolution be posted on the official website ndgop.org
2. The designated website administrator is authorized and directed to oversee the posting and to ensure that the resolution remains accessible online.
3. Should circumstances require removal or update of the posted material, such action shall be documented and approved by the NDGOP Executive Committee.
