The 2-Year Cycle of North Dakota Politics
Odd-Numbered Years
North Dakota is organized on a two-year political cycle. It begins in odd-numbered years with the District Reorganization meetings which occur between January 1 and May 15. Each of the 47 legislative districts elect officers and a district chair to serve on their District Executive Committee. The district party may organize the District Reorganization by precinct or at-large, consistent with state rules and its district bylaws.

Even-Numbered Years
Resolutions
Resolutions are statements of values from the grassroots members of the party. Submit resolutions to your District Chair prior to the deadline set by the NDGOP for each even-numbered year. View the 2022 resolutions [link to resolutions] for examples of how Resolutions are written.
District Conventions
In the even-numbered years, districts endorse state legislative candidates (one senate and two house candidates for each district) to run in the primary which occurs on the second Tuesday of June. The District Conventions must be held prior to the date established by the SOS office when the certificate of endorsement filings are due. During the district endorsing convention (or at a separate district meeting called for the purpose), the membership elects delegates to the State Convention. Elections must be held between January 1 – March 1 as stated in the State Party rules. The district chair may fill any remaining delegate slots up until the registration deadline.
State Convention
Delegates elected at the district conventions meet in the early spring of the year (usually end of March or beginning of April) at the State Convention to endorse candidates for state offices (i.e. Governor, US House, US Senate, Sec. of State, etc.). State delegates also vote to adopt or reject the resolutions passed by the Resolutions Committee.
